The Affordable Housing Act

The European Commission is preparing the Affordable Housing Act to be presented in 2026, which aims to provide tools for Member States, regions and local authorities that they can apply to ease housing pressure in their local context. 

The content and scope are being developed, but with the Affordable Housing Act the Commission aims to support public authorities in identifying areas of housing stress, based on publicly available data. It will enable them, in full respect of subsidiarity, to take measures to protect housing affordability in those areas, including with regards to short-term rentals. Addressing the housing crisis in areas under housing stress also requires measures to increase housing supply in a variety of areas under the control of Member States such as new build, making better use of vacant properties, developing social housing, and simplifying planning and permitting. 

Public consultation

During a targeted consultation process, citizens, public authorities and stakeholders have shared their views on how best to protect and promote housing affordability in the areas of Europe most severely affected by the housing crisis.

  • Detailed questionnaire

    Experts were invited to provide their input to detailed questions such as how best to identify areas under housing stress, how to address the impact of short-term rentals on housing affordability while preserving their benefits, and what other supply and demand measures are needed to increase housing affordability in areas under housing stress.

    The questionnaire was open for input until 29 March 2026.

Workshops

As a part of the consultation process, the Commission organised various workshops.

    All EU Member States were represented at this first meeting on the Affordable Housing Act.

    Hybrid, 23 March

    The workshop was open to cities, regions and major tourist destinations as well as their associations at EU and national level.
