The European Housing Alliance

At a time when the housing crisis is affecting communities across Europe, collaboration is more important than ever. The launch of the European Housing Alliance marks a crucial step in building a shared response to this fundamental challenge.

Why do we need the The European Housing Alliance?

Europe’s shared housing challenges demand a coordinated EU response, rooted in local, regional and national solutions.    

The European Housing Alliance is a key priority of the new European Affordable Housing Plan. The Alliance will be an open platform to unite those with a stake in solving Europe’s housing crisis, bringing together Member States, regions, cities, and stakeholders.  

By connecting all levels of governance, the Alliance will harness housing expertise and best practice from across Europe to allow for sharing and mutual learning. The aim is to move beyond consultation - towards action to support, coordinate, and amplify local, regional, and national efforts which reflect Europe’s diverse housing needs and systems. 

Key principles

The European Housing Alliance will operate under the following principles.

  • Subsidiarity drawing on benefits of multi-level governance

    Recognising that housing competencies primarily lie with Member States, regions and local authorities, the Alliance will serve as a facilitator and amplifier of national and local efforts, ensuring EU level coordination. It will focus on mutual learning, knowledge-sharing and best practices.  

  • Openness and inclusive participation based on transparent working methods

    The Alliance will foster all possible engagement between interested stakeholder organisations, levels of government and EU institutions. Regular informal discussions throughout the year and at least one annual event will enable all actors to come together, to focus on key priorities and review progress.

  • Flexible, adaptable and focused on substance

    The Housing Alliance will work to complement rather than duplicate existing fora such as the European Platform on Combatting Homelessness.  Critical topics will be identified in the annual work programme and will flexibly evolve and adapt to emerging challenges.

  • Combining political and expert level cooperation and connecting policy with realities on the ground

    The Housing Alliance will utilise EU political leadership to keep up momentum. Building on the success of the European Housing Policy Network established by the Netherlands, an EU-wide mutual learning programme with Member States, cities, industry and NGOs will commence from 2027.

*The Housing Alliance is not open to individuals participating in their own private capacity. Organisations representative of and working on behalf of housing interests of individuals (young people, tenant and owner organisations, cooperatives etc) are very welcome.
