Commissioner Jørgensen welcomes recommendations by the Housing Advisory Board on how to tackle the housing crisis

Commissioner for Energy and Housing, Dan Jørgensen, has received today the policy recommendations to address the housing crisis prepared by the Housing Advisory Board. 

 

On 30 June, the Commission appointed the 15 members of the Housing Advisory Board, chaired by Eamon Ryan, an independent expert group tasked with providing concrete policy recommendations which the Commission can take into consideration in preparing the European Affordable Housing Plan.  

 

Welcoming the work of the Board, Commissioner Jørgensen said: “I am deeply grateful to the Housing Advisory Board for providing such high-quality expertise in record time. Their contribution strengthens my resolve to put forward an ambitious and comprehensive European Affordable Housing Plan that offers relief, dignity, and opportunity to citizens across Europe. The Board’s ideas and insights light the path toward real, lasting change for our continent. Too many are suffering from this crisis: now is the time to act.”

 

 The recommendations address a broad range of areas including: 

  • Social housing and protecting the most vulnerable
  • Land management, urban planning and permitting
  • Sustainability and affordability
  • Modern Methods of Construction
  • Finance and investment
  • Coordinating European, national and local efforts 

 

Background 

The Housing Advisory Board was appointed in June 2025 for a one year term, and will continue to advise the Commission until June 2026 after the adoption and during the initial phase of implementation of the European Affordable Housing Plan. Its fifteen qualified members, chosen in their personal capacity, reflect a diversity of profiles, areas of expertise, as well as geographical and gender balance.
