The Affordable Housing Dialogue

To prepare the first ever European Affordable Housing Plan, the Commission is carrying out an Affordable Housing Dialogue throughout 2025. The scope is to collect knowledge and data from stakeholders across Member States.

  1. 22 April - 21 May 2025
    Closed for applications: Housing Advisory Board

    The Commission launched a call for applications that closed 21 May to establish the Housing Advisory Board, which will consist of up to 15 members appointed in a personal capacity to provide independent policy recommendations. The selection process is ongoing.

  2. 12 May - 4 June 2025
    Closed for feedback: Call for evidence

    313 stakeholders and citizens have contributed to the call for evidence that closed 4 June 2025. It will help outline the Commission’s intended approach to the European Affordable housing Plan.

  3. Summer 2025
    Public consultation

    During the summer, the Commission will launch a public consultation, aiming at collecting views from general public and experts on possible policy solutions.

  4. Spring 2026
    The Affordable Housing Plan

    Based on the input from the dialogue, the Commission expects to present the Affordable Housing Plan in 2026.

Cooperation with other EU institutions and bodies

As part of the Affordable Housing Dialogue, the Commission is working in close association with other European institutions and bodies notably the European Parliament, which has established a Special Committee on the Housing Crisis in the European Union. EU Member States and public authorities at regional and local level also play a pivotal role in our concerted efforts to address the housing crisis.
