Housing challenges have gained prominence in the 2025 European Semester Spring Package, which analyses the key economic and social challenges across the EU and offers policy guidance to Member States with the aim of strengthening competitiveness, prosperity and resilience.
The report published on 4 June concludes that weak supply in recent years, a drop in building permits and persistent bottlenecks to housing supply suggest that - without action - housing shortages will linger and put upward pressure on house prices.
It includes country-specific recommendations (CSRs) and promotes reforms and investments aligned with EU priorities, such as supporting more affordable and accessible housing in areas like housing taxation, mortgage markets, land use, and permitting. Furthermore, the European Semester provides guidance on improving the social housing sector and suggestions to enhance the housing market's market stability.
Building on this significant analysis, the European Commission plans to further deepen the analysis and monitoring of housing markets in the context of the European Affordable Housing Plan.
